Saigon Hi-Tech Park (SHTP) is seeking a qualified consultant to develop, execute and manage the training programs of the regional Mobile Applications Laboratory (mLab) East Asia in Ho Chi Minh City – Vietnam, which is sponsored by infoDev-World Bank, and managed by a consortium consisting of the Saigon Hi-Tech Park, Vietnam National University, FPT University, and Elcom.

 

PURPOSE

The main objective of the position is to propose a strategic plan, lead and manage the training programs in mobile applications development and entrepreneurship to meet the goals of the regional mLab as well as the needs of developers’ community in the East Asia region. The position is expected to cover the technical training, mentoring and administrative activities. The Training manager will work under the mLab manager’s administration to empower the regional mobile industry, liaise with stakeholders and industry partners, and carry out the strategies approved by the Steering Committee.

The incumbent will be accountable for the strategic training plan, curriculum design, enrolment and students management, recruitment and training of instructors, seminars and workshops, competitions, evaluation, marketing, training operations and administration, program and project management, and training accreditation.

In particular, the mLab Training manager should:

  • Be competent in latest software development tools and techniques, and IT maintenance.
  • Experience in developing a community of mobile innovation developers.
  • Experience in training mobile application development and/or holding a solid background in training.
  • Build and manage strategic stakeholder relationships with industry, academia and government partners to enable the delivery of mLab training services and to position the mLab as a key player in the mobile space in East Asia.
  • Develop relationships with regional and global partners to support Mobile Applications, Mobile Application Communities, and other mLabs.
  • Be accountable for administration, monitoring, evaluation, and report about mLab training operations including the management of staff and/or consultants; financial oversight; operations oversight etc.
  • Conduct training needs research, analyze and assess the market potential for the training programs to be provided by the mLab, and develop the programs and curriculum accordingly.
  • Manage, lead, motivate and develop Training team members
  • Manage and execute policies and procedures by the Steering Committee.
  • Acquire appropriate accreditation for the mLab training programs by building and maintaining strategic partnerships with recognized educational institutions, both national and global.
  • Continuously seek and support new approaches, practices and processes to improve the efficiency of training courses and programs.
  • Coordinate efforts to ensure high utilization of training facilities, resources and equipment.

This is an interesting and challenging position that requires an entrepreneurial and community development approaches and a commitment for supporting the developers’ communities in the region. Nonetheless, with good funding to establish the mLab, the position offers exciting long term prospects and growth for the right person.

AUTHORITY

The mLab Training manager will work under the leadership of and report directly to the mLab manager. The mLab Training manager will develop the training programs, design curriculum and courses, recruit and train instructors, develop and maintain relationships with strategic training partners of the mLab in accordance with strategic and financial objectives laid out in the Business Plan, and set by the Steering Committee. The training programs and their implementation will need the approval by the mLab manager before actually put into action.

SKILLS

The successful candidate must be self-motivated and able to demonstrate strong IT background, leadership abilities and skills in mobile applications training and mentoring, as well as in organizational administration and planning. An analytical, evaluative and problem-solving personality with the ability to multi-task within tight deadlines is required.

The candidate is expected to have deep knowledge in adult training and facilitation; should have strong experience in online training tools, and community driven development approaches.

The candidate must also have excellent English and Vietnamese communication ability with a project management, presentation and consultation skills. These skills will be used to prepare project reports, briefing notes, correspondence, presentations and response to information requests from internal and external stakeholders.

QUALIFICATIONS

The candidate should meet the following minimum qualifications:

  • Strong knowledge and experience of mobile industry ecosystem, a strong interest in mobile applications development and content targeting emerging markets.
  • A relevant graduate degree from a recognized technically educational institution (for example a MSc. Comm or MA. Information Tech )
  • 5 years of experience in training or education. A proven track record must be evident in the career of the candidate, including:
  1. Strategic management including demonstration of substantial responsibility for strategic direction settings and implementation.
  2. Hands-on experience in a mobile application project.
  3. Positive human resource management (including career development; mentoring and coaching experience).
  4. Effective operational management
  5. Marketing and promotion.
  • Excellent written and spoken English.
  • Preferable advantages:
    • Involvement in the process of a high-tech development and training.
    • Knowledge of how to bring the R&D to software development.
    • Experience in implementing technology solutions that have broad-based social benefit.
    • Proven leadership skills and ability to motivate and lead teams and engender trust, both locally and through online environments.
    • Evidence of community development activities and professional networking ability, particularly with mobile, scholar and/or business communities in the nation and region.

LOCATION AND WORKING CONDITIONS

As a contracted employee, the Training Manager will be expected to occupy this position on a full-time basis, operating from the mLab premises locally in Saigon Hi-Tech Park, Ho Chi Minh City, Vietnam. In order to execute the responsibilities of the position, periods of both local and international travel are to be expected.

The Training Manager must be willing to work outside of business hours to meet deadlines or address issues that could compromise on the achievement of strategic and financial objectives or services delivery.

The start-up phase of the mLab, the Training Manager might work in a timely manner to build a strategic training plan to meet strict schedule of the Business Plan.

DURATION OF ASSIGNMENT

The position is for an initial period of 12 months, subject to renewal.
